When acting on climate change - especially in Europe - we should avoid making that mistake. By having an ideological approach to our energy and climate policy, we risk missing the objective (i.e. reducing emissions) whilst overlooking the simpler, straight-forward and effective solutions to the problem.

Many promising technologies may in the future dramatically change the way we produce and use energy - algae to produce biofuels, paint that captures solar heat and transforms it into energy, or even large-scale carbon capture and storage (CCS). But those technologies are far from being commercially available. Yet, the risk of climate change requires immediate action.

Renewables like windmills and solar panels are helping already - but it won't be enough. According to the International Energy Agency's most recent World Energy Outlook - in the scenario limiting global warming to 2 degrees celsius - wind and solar will account for 16% of EU energy demand in power generation in 2030. Gas will have to cover 18% - roughly the same amount as in 2020. And, as we all know, the wind doesn't always blow and the sun doesn't always shine, leaving gaps in electricity production that other sources will have to fill, to avoid blackouts.

If we want to start making a real difference now, we should make the best use of what's "well" and not wait for the "better".

In energy (and climate) terms, that means opting for gas. True, gas is not a zero-carbon fuel. But it's the best we have to significantly reduce carbon dioxide (CO) emissions in a short time, efficiently, reliably and at an acceptable cost.

Power plants using gas emit roughly half the CO of their coal equivalent (and even 70% less than lignite). The United States statistics clearly show the correlation (in recent years, huge supplies of gas from shale have prompted utilities to move from coal to gas). According to data by the Energy Information Administration (EIA) and the EU Joint Research Centre (JRC), CO emissions decreased by 15% between 2007 and 2012 in the US; coal use went down by 21%. Between 2012 and 2013 coal consumption picked up slightly again and, sure enough, so did CO emissions.

To help meet demand and avoid the risk of blackouts, gas will also be needed together with renewable energy. Gas power plants can jump in to cover those daily no-sun, no-wind gaps in a half hour or just a few minutes - much more quickly than plants running on other fuels. Not to mention the indispensable role that gas plays in heating buildings, where there is no immediate, comparable alternative. Gas has also a place in shipping and road transport. In all these critical sectors, gas can contribute to lower CO emissions, while improving air quality - key for human health.

Europe is fortunate enough to have significant gas resources within its borders. According to Eurogas' latest Statistical Report, indigenous production (EU + Norway) covers 55% of its domestic demand. The Mediterranean, the Black Sea, the North Sea, the Norwegian and the Barents Sea may hold significant additional resources.

We also have more available gas around Europe, within economic reach via pipelines or as liquefied natural gas. Such a variety of sources will help ensure an ever safer and more reliable supply. And, at some point in the future, significant quantities of biomethane produced from different sources will add to those resources.

One of the qualities of a policymaker is vision. But vision becomes reality only with a dose of pragmatism. The EU has a vision for its climate and energy policy. Let's now choose the most pragmatic way forward. Good news: it is also the most effective.

"Lihu'e, Kaua'i, HI - 03/01/12 -" Kaua'i Island Utility Cooperative (KIUC) announced today that it is pursuing a second major solar photovoltaic (PV) project in the 8-10 megawatt (MW) range. KIUC CEO and President David Bissell said, "We desire to expand our portfolio of KIUC-owned solar PV resources to lower our dependence on fossil fuels and the cost of electricity for our members."

KIUC is issuing a Request for Offer (RFO) to landowners for sites to host the new PV project and is simultaneously inviting PV project developers who have a project and site identified to propose a turnkey construction solution to meet KIUC's project design objectives.

With this new project, KIUC will have over 20 MW of low cost, member-owned PV projects in active development with construction planned for late 2012 or early 2013. When combined with the previously announced Anahola Solar Project being jointly developed with Homestead Community Development Corporation and the Department of Hawaiian Home Lands, the two projects will provide 10% of Kauai's energy needs at a cost significantly below current oil-fired generation.

Hydroelectric projects under study could account for another large increase in renewable generation, also at a cost far below that of current generation. "KIUC is well on our way of reaching our target of 50% renewable by 2023. Our board has worked hard to transform KIUC into a results oriented organization able to decisively move toward our strategic goals through both internal project development and relationships with renewable energy developers," said Phil Tacbian, KIUC Board Chairman.

Bissell states that "KIUC is pleased to be at the forefront of economic development on Kaua'i. Renewable energy projects under development, either KIUC owned or through power purchase agreements, will represent almost 200 million of capital investment and will provide several hundred construction jobs during these challenging economic times."

"We have the unique opportunity to invest heavily in renewable projects and lower energy costs on Kauai, because of our heavy reliance on expensive oil. Access to low cost financing is a key to delivering cost effective renewable energy, and at a time of historically low rates, RUS financing is the lowest cost available" said Karissa Jonas, KIUC's Chief Financial Officer. KIUC will be seeking financing from the U.S. Department of Agriculture's Rural Utility Service (RUS) for the new project and construction financing from Cooperative Finance Corporation. "

"The RFO is meant to be less formal than an RFP so that any interested parties that have control of a good solar site, including land owners who haven't yet worked with a solar PV developer or KIUC, can quickly be considered for the next location of cooperative-owned, low-cost renewable energy," said KIUC Power Supply Manager Brad Rockwell.

The RFO will be issued tomorrow, March 2, with a deadline of March 26. The evaluation process will consider, among other things, each site's location, commercial terms, and environmental aspects, with possible short-list candidates being selected for lease negotiations. A formal Request for Proposal (RFP) for solar Engineering, Procurement, and Construction (EPC) services may follow site selection, depending on whether the selected site includes a PV project EPC option.

Because we also learned this week that solar power is set to become energy's top dog by 2025, kicking big coal-fired power plants to the kerb in the process.These two, mildly conflicting reports from the International Energy Agency and UBS Bank respectively served to shine a light on just how difficult it is to make predictions and projections when it comes to solar's future.The IEA Report, presented in Paris on August 28, suggests that the expansion of renewable energy - so impressive in 2013 and enjoying good growth this year - is likely to slow over the next five years. The caveat - and it is a big one - is that the eradication of policy uncertainty will reverse this trend.Renewable energy will not reach its climate change targets unless governments the world over can agree on smooth support policies that do not spook investors. "Just as renewables are becoming a cost-competitive option in an increasing number of cases, policy and regulatory uncertainty is rising in some key market," said IEA executive director, Maria van der Hoeven. "This stems from concerns about the costs of deploying renewables."To arrest this inevitable decline, the report notes, governments must "distinguish more clearly between the past, present and future, as costs are falling over time, and many renewables no longer need incentive levels".That, in a nutshell, is what the world's largest private bank - UBS - told its clients this week. In a surprisingly pro-solar report, the bank argued the case for solar, forecasting a tipping point "by 2025" whereby a perfect solar storm will gather speed, gusting away coal-fired power plants in the process, and setting in motion an unstoppable race to democratize energy... in Europe at least."By 2025, everybody will be able to produce and store power," read the report. "And it will be green and cost-competitive, ie, not more expensive or even cheaper than buying power from utilities." The report even went so far as to urge its wealthy client base to "join the revolution", stopping tantalizingly short of calling it a "solar revolution". Either way, the writing appears to be on the wall.For something a little more off-the-wall, we turn our attention to Scotland. During the Edinburgh International Book Festival, a lively debate between the merits of solar Vs fracking sparked up and - would ye believe it - solar won the day. In Scotland. Rainy, cloudy Scotland."Due to Scottish weather, solar energy is something Scottish policy makers didn't pay adequate attention to in the past, and that is changing now," Richard Dixon, director of Friends of the Earth Scotland, told pv magazine."Because solar is doing so well in England and Germany, and the price of solar modules has been reduced significantly, policy makers and the public in Scotland have started to realize the great potential of this technology."Encouraging words that may prove doubly prescient if Scotland decides to go it alone and vote to break away from the U.K. next month. The Scots go to the polls on September 18 and, as we have seen with solar energy, predicting what the future might hold is a rather onerous task.Nothing to stop solar's growth... or is there?Lux Research were bold enough this week to predict that the global solar PV market will reach 65 GW annual installions by 2019, according to the analysts' latest report. Such growth would represent a 75% market increase on today's figures, with China leading the way each year but rapid growth on the cards for the Americas, which could be on course for an average compound annual growth rate (CAGR) of 16.3%Also this week pv magazine reported that there is no global solar panel shortage on the horizon, despite what other media outlets reported earlier in the week.Stefan de Haan of IHS told us that while the cell and solar module glut had certainly dried up, current capacity is still sufficient to serve a market of 45.5 GW.
